Both sides agreed to work towards formulation of an MOU for collaboration expeditiously
Bilateral delegation-level talks took place in New Delhi today between Secretary, Department of Administrative Reforms & Public Grievances (DAR&PG), Shri V. Srinivas and Secretary to the Prime Minister of Sri Lanka, Mr. Anura Dissanayake for collaboration in Personnel Administration and Governance. The Sri Lankan delegation included Dr. Dharmasri Kumaratunga, Secretary, Ministry of Technology; Mr. Pradeep Yasarathna, Secretary, Ministry of Public Administration, Home Affairs, Provincial Councils and Local Government; Mr. Nalaka Kaluwewe, Director General, Sri Lanka Institute of Development Administration (SLIDA). Senior officials of DARPG, - Shri NBS Rajput, Shri Puneet Yadav and Smt. Jaya Dubey participated in the discussions.

Both sides discussed on the modalities of a proposed Memorandum of Understanding between Sri Lanka Institute of Development Administration (SLIDA) and NCGG with a view to conduct Capacity Building Programmes (CBP) for senior and mid-level civil servants of Sri Lanka by NCGG. The Director of the Sri Lanka Institute of Development Administration (SLIDA), presented the Capacity Building Plan for the Island Service Officers of Sri Lanka over the next five years and collaboration in developing the training curriculum and conduct training for 1000 officials at various seniority levels in hybrid mode. The Indian side presented their key capabilities in Administrative Reforms and Recognizing Meritocracy under the Prime Minister's Awards Scheme for Public Administration; handling Public Grievances through effective Redressal of Public Grievances by use of AI/ML in CPGRAMS, and Improving Service Delivery through promotion of e-Governance by initiatives Unified Service Portals, mandatory e-Services and strengthening e-Office and its Analytics. The contours of the collaboration shall be structured in an MOU to be developed by both sides.

High Commissioner of Sri Lanka to India Excellency Kshenuka Senewiratne hosted a reception to celebrate the 76th Anniversary of Independence of Sri Lanka on 9th February 2024 at the High Commission premises. Honourable Minister of Power, New & Renewable Energy of India Shri Raj Kumar Singh was the Chief Guest at the occasion. Honourable Minister of State for External Affairs and Culture Smt. Meenakshi Lekhi also graced the event. Representatives of the Government of India, the New Delhi-based diplomatic corps, the business community, Sri Lankans living in India and other well-wishers attended the reception.

From ancient times to the present day, our world has encountered a myriad of crises, spanning nations and personal lives alike. While some crises could be overcome, others proved insurmountable. Mere condemnation and blame-shifting towards the crisis itself and not moving beyond scrutinizing its root causes are not effective means of resolution.
Successful crisis management, whether on a global scale, within nations, or in individual lives, hinges on adeptly handling the situation and navigating through it. Reflecting on the timeless wisdom of Lord Buddha's sermon, 'Attadeepa - Viharati'—be a lamp unto you—we find a profound lesson. Initiating the process of overcoming a crisis must begin within oneself. Throughout history, no crisis has been conquered solely through pointing fingers at others.
It is imperative that we become the guiding light for our own selves, correcting our thoughts and perspectives. Without personal improvement, there can be no collective good for our country, and the crisis remains unsolved. True systemic change can only occur when we, as individuals, undergo transformation, transcending mere pronouncement about altering the system.
