The Minister of Foreign Affairs Mr. Mangala Samaraweera visited New Delhi on 22nd June 2006.  During his stay, he called on the Prime Minister of India, Dr. Manmohan Singh.


Minister Samaraweera’s visit was in keeping with the longstanding tradition of India and Sri Lanka to share their perceptions concerning the peace process.  Mr. Samaraweera had previously been in New Delhi at the start of May, but since then there have been several developments, which regrettably have not been conducive to the peace process.  These developments included the refusal of the LTTE to participate in discussions at the meeting in Oslo at the start of this month convened by the Norwegian facilitator and the intensified violence targeting innocent civilians.


Mr. Samaraweera apprised the Indian Prime Minister that the Government remains committed to the ceasefire agreement despite the grave provocations and violations by the LTTE and that the President has reaffirmed the government’s commitment to a negotiated political solution based on democracy and human rights that meets the aspirations of all communities in Sri Lanka and will preserve the territorial integrity of the country.  At the same time, the Government will continue to take all measures necessary to protect the security of the people and the country.


Minister Samaraweera also discussed with the Prime Minister of India the current progress in the All Party Conference, including the appointment of a multi-ethnic committee of experts to develop the legal provisions, for the realization of President Rajapaksa’s vision of a negotiated political solution based on maximum devolution of power in an undivided Sri Lanka.


He also briefed the Indian leadership on the ongoing development work in the North and East to which a substantial amount of government and donor funds have been committed.


The Indian authorities appreciated the visit of Mr. Samaraweera which enabled continued consultations involving the highest levels of leadership in India and in Sri Lanka.
