Special Notice on Request for Expression of Interest

Provision of consultancy and project management services for the establishment of a Central Counterparty and implementation of a Clearing & Settlement system for facilitating transactions of the Sri Lankan financial markets.
 
The Central Bank of Sri Lanka (CBSL), the Securities and Exchange Commission of Sri Lanka (SEC), the Colombo Stock Exchange (CSE), and LankaClear (Pvt.) Ltd. (LCPL) jointly invite Expression of Interest (EOI) from eligible organization/persons for providing services in the capacity of a Consultant cum Project Manager for the establishment of a Central Counterparty (CCP) and implementation of a Clearing and Settlement System for facilitation of the transactions in the domestic financial markets. 
In view of the above, EOIs are hereby called from eligible parties.  The key features of EOI submission process are given below: 
  1. CBSL will receive sealed envelopes for the provision of consultancy and project management services for the establishment of a Central Counterparty and implementation of a Clearing & Settlement System.
  2. Only parties who have successfully provided consultancy and project management services for the establishment of national level central counterparties and implementation of Clearing & Settlement Systems are eligible to submit EOIs under this request for EOIs.
  3. EOIs should be submitted as per the requirements enumerated in the “Request for Express of Interest” available to be downloaded from the CBSL website (http://www.cbsl.gov.lk)
  4. Further information on the proposal assignment can be obtained by making a written request to the email address: publicdebt@cbsl.lk or by calling on: +94-11-2398753.  Reponses to queries will also be published on CBSL website (http://www.cbsl.gov.lk)
  5. EOI must be delivered to the given address by 4.00 pm Sri Lanka Time on or before 30th April 2014.
